The U.S. Embassy in Chisinau, Moldova is seeking an individual for the position of Law Enforcement Program Manager.
BASIC FUNCTION OF POSITION
Incumbent is an aide to the Head of the Criminal Justice and Law Enforcement Section, managing implementation of the technical assistance projects promoting the comprehensive reform of Moldova’s law enforcement and criminal justice system along European lines, including strengthening the criminal justice system’s capabilities to investigate and prosecute corruption. Special attention is also given to strengthening the defense components of the criminal court system. The incumbent manages projects to strengthen Moldova’s capabilities to investigate and prosecute criminal and corruption cases, and coordinates joint efforts with other donors. The incumbent, to carry out the duties of his or her portfolio, reviews and analyzes current and draft legislation, meets with appropriate Moldovan officials, and oversees the three-year planning, budgeting and implementation cycle for projects. The incumbent will also perform some administrative functions for the Criminal Justice and Law Enforcement Section, as necessary for the successful execution and implementation of assistance programs.
QUALIFICATIONS REQUIRED
NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
- University degree in Law, Public Administration, Management, Criminal Justice or Science, Business, International Relations, or Political Science is required.
- At least three years of professional-level work experience in one or combination of the fields above.
- Level IV fluency in written and spoken English, Romanian and Russian is required. Language proficiency will be tested.
- Incumbent must have considerable knowledge of Moldovan political, economic, and social structure. Some knowledge of Moldovan government structure and legal system is required. The incumbent must also have some understanding of Department and U.S. Government regulations and procedures involving grants and cooperative agreements.
- Must have the ability to plan, arrange, organize and execute law enforcement assistance programs. Must have the ability to both orally and in writing produce and present factual and analytical reports. Must have good communication skills, including the ability to articulate USG policies and to respond to queries concerning USG’s viewpoint on various law enforcement and criminal justice reform issues.
- Must have excellent organizational, management and interpersonal skills and the ability to develop and maintain extensive high- and mid- level contacts in governmental, legal, educational and law enforcement circles within the host country.
